2021 Bylaw Changes

2.0 Purpose
Removes CAHA Screening Policy.

10.0 Member Associations
Amends verbiage of Member Association Agreement and updates screening requirements.

15.0 Officers
Align article with actual practice begun at he inception of CAHA in 2000.

17.0 Committees
Created Executive Committee to conduct day to day business of the affiliate. Updates Committee structure in an effort to increase participate and inclusion. Limits spending by Committee to their approved budgets for the season.

19.0 Meetings
To include all Committees under meeting requirements.

20.0 Quorums
Require quorum requirements for all Committees.

23.0 Book and Records
To include all Committees to the requirements for retention of records.

30.0 - Screening
Elimination of the CAHA Screening Policy. All persons required to complete a background screening must do so in accordance with USA Hockey's national screening policy.

Addendum B
Duties of the CAHA Board of Directors

To include all Committees in regard to appointment of Committee members by the CAHA Board of Directors.

Addendum C
Duties of CAHA Officers

Creates CAHA Executive Committee and adds additional duties to the CAHA Treasurer.

Addendum D
Responsibilities and Duties of CAHA Committees

Updates committee membership structure.

Addendum E
Rules and Regulations Governing Member Associations

11.0 Registration
Adds definition for "participation" or "playing" to be inclusive of all activities within a Member Association or as part of a Member Association's team. Adds USA Hockey's CEP Level requirement and continuing education (as applicable) to be completed as of December 31 of the current season.

18.0 SafeSport and Screening
Amended to SafeSport and Screening to combine SafeSport and Screening under one article.

19.0 Play Up Policy
Clarifies the original intention of the play up policy in an effort to eliminate misinterpretation of the policy. Simply phrased, if a player is not eligible to play in games with an older team, that player is not eligible to tryout for or practice with the older team.

Addendum F
District and National Championship Qualification Process

Limits the amount of participation of players who are not legal residents of CAHA (North Carolina or South Carolina).

Beginning in the 2022-2023 season, sets higher residency standards for some categories to ensure members of CAHA are not displaced in favor of out of state or out of affiliate players on teams that are given the privilege of representing CAHA at the National Championship.

Adds definition for out of affiliate players.

YOUTH TEAMS

Tier I 18U Teams: shall be limited to no more than 49% of out-of-affiliate players per Tier I 18U team.

Tier I 16U and Younger Teams: shall be limited to no more than 30% of out-of-affiliate players per Tier I 16U and younger teams.

Tier II
Percentages remain the same, adds definition for "legally reside".

GIRLS'/WOMEN'S TEAMS

Women’s Teams: Shall be limited to no more than 30% of out of affiliate players per Women’s team.

Girls Tier I 19U Teams: Shall be limited to no more than 49% of out of affiliate players per Girls Tier I 19U team.

Girls Tier I 16U and Younger: Shall be limited to no more than 30% of out of affiliate players per Girls Tier I 16U and younger teams.

Girls Tier II: Shall be limited to no more than 30% of out of affiliate players per Girls Tier II Team.
