USA HOCKEY RULE CHANGES EFFECTIVE AUGUST 1, 2025

USA Hockey has passed new rules that are effective August 1, 2025.  This is a summary of the key changes for Youth, Girls, High School, and Adult. 

  • Tier I teams may roster and dress 22 players in 15O, 16U, 18U, Girls 19U
  • All neck laceration protectors must be HECC certified while allowing BNQ certified protectors through 2026-27 season
  • Officials and Disabled players under 18 must wear neck laceration protectors
  • 2 minute bench minor when team challenges a player not wearing a mouthpiece and it is verified by official
  • No mandatory minor penalty for goalkeeper who shoots the puck out of the playing area
  • In 15O and above and Girls 16U and above, allows teams to ice the puck while playing shorthanded.
  • In 15O and above, Girls 16U and above, teams may play delayed offsides
  • Kneeing adds a mandatory misconduct to minor penalty
